The Bible does not say God created hell. He created the heavens and the earth.... and all life. He created the sun, moon, and stars. He created all the plants. He created the fish and the birds and all the creatures on the earth. He created man. But no verse can be found that says he created hell.

He may not have created hell, but he alone has the keys to hell, meaning he can get in and save souls. When Jesus died, he went to hell for three days to lead the captives out.... if they would follow him. Then he was resurrected on earth before he ascended to heaven.
