My internet service provider blocks that website at the DNS level. To download the image anyway, using a Linux terminal:

• Find the IP address:

nslookup files.catbox.moe 8.8.8.8

• Use curl to download:

curl -L -H "Host: files.catbox.moe" --insecure https://108.181.20.39/oot16e.jpeg -o oot16e.jpeg

And then I could see the image....
